Joey De Leon's tweet might be referring to Vice Ganda. We all know that Vice Ganda is being called "Kabayo" / horse on different movies and sitcoms.
This recent tweet of Joey De Leon would really spark another conflict just like what happened to Wowowee host Willie Revillame. But I think with this, both will benefit as Vice Ganda will stay relevant that he will be on the news everytime Joey Tweets something about him.
Whether good or bad, bad publicity is still publicity. You still stay relevant, what's more dangerous is that no one is noticing you. So this kind of intrigues is just normal in the showbiz industry.
