A family living opposite the building took the footage. The toddler was standing on the 8th window, with one leg and most of time without holding on.
The boy spends for about 2 minutes standing outside the window.
The shocking incident happened in the city of Miass in southern Russia’s Chelyabinsk Oblast region.
Police officers arrived on the scene after an emergency call and inform the parents.
